Many professions and certifications are governed by state or territorial regulations. These regulations often dictate specific educational requirements for licensure or certification. For this reason, some of Concord’s programs that lead to professional licensure and state certification may not meet the educational requirements of all states and territories. Federal regulation, 34 CFR § 668.14(b)(32)(i) and (ii), requires all programs provided by institutions of higher education that prepare students for occupations requiring programmatic accreditation or State licensure to meet those requirements in the State where the institution is located. Additionally, if students are enrolled via distance education, the program must meet the requirements for licensure or certification in the State where the student is located at the time of initial enrollment or in the State that a student attests that they intend to seek licensure/employment. The attestation serves as a crucial tool to ensure that students engage in the decision-making process with full awareness and consent. The information below specifies the process and procedures to be followed regarding obtaining student attestations from students enrolled in professional licensure programs that do not meet the educational requirements for the state or territory where a student is located. When a student applies for admission to the University in a program that leads to licensure or state certification, the University will inform the student about the specific licensing requirements for their chosen profession in the state where they intend to work. The University will clearly communicate that the licensure/certification program in which the students intends to enroll does not meet the requirements in every state. Distance education students will be assigned an academic advisor to assist them with meeting the licensing requirements in the state they intend to be licensed and employed. The academic advisor should encourage students to research and understand the specific requirements in their targeted states. All students enrolled in an academic program that leads to licensure or state certification must complete the Confirmation of Attendance Form that is attached the University’s Confirmation of Attendance. The attestation requires students to disclose the state or territory where the student intends to seek professional licensure or state certification upon graduation from Concord.
